The candidate for this role must have relevant experience in a similar position with a recognised housing developer.

They should have a detailed understanding of Highway and Water industry standards.

Be capable managing and monitoring the S104/S185/S278 & S38 application process to ensure that the agreements are in place to meet programme.

Have working knowledge of the processes for making utilities enquires, capacity requirements etc to ensure that utilities diversions and services are procured to meet project programmes.  



Relevant experience


  • Produce technical reports for land appraisals.
  • Investigate existing services infrastructure and contact utility providers regarding capacities and connections. Liaise with Civil Engineer regarding diversions and easement requirements.
  • Comment on planning layouts and engineering at early stage to ensure S104 & S38/ S278 compliant designs).
  • Comment on planning layouts and potential to value engineer.
  • Attend weekly Technical & Land meeting


Post-Planning & Site Start

  • Participate in the preparation of information required for clearance of all planning conditions.
  • Attend weekly Technical & Land meeting
  • Utilities management, including;

Procure, manage and coordinate utilities design proposals.

Ensure orders are placed for the supply of all services to meet the production programme.

Meet with utility providers on site as required

Manage Utilities Tracker and issue weekly report.

  • Liaise with Sales and Local Authority regarding street naming and numbering. Submit street naming application.
  • Manage COR (change of responsibility) Schedule including MPRN and MPAN, manage handover procedure to accounts. Issue Meter Call Off request forms to site.
  • Manage S38, S278, S104 & S185 applications, liaise with the designers to ensure all audit responses are returned in a timely manner and address queries raised. Provide supporting information e.g. title deeds etc when requested. Monitor timescales and communications from submission through to sectional agreements and bonds being put in place.
  • Liaise with Surety Providers to get bond agreements in place.

Agree and formalise the detail of all adoption agreements.

  • Submit TTRO applications as required
  • Agree and manage bond and supervision payments.



  • Respond to site queries regarding services and connections, disconnections etc
  • Monitor site programmes and pursue adoption completion procedures to facilitate road and sewer adoption.
  • Support the management of services providers throughout the construction process to ensure all information has been coordinated and fees paid as required to meet the construction programme.

Site Completion

  • Arrange as-built & cctv surveys, Annex 4 etc. as required to complete the adoption process.
  • Arrange inspections with relevant authorities.
  • Manage bond and remedial schedule. Liaise with commercial regarding contractor availability and instruction of remedials. Issue monthly report on status of all outstanding remedials.
  • Liaise with surety provider to advise on adoption status.
  • Advise energy provider when S38 adoptions are agreed to facilitate handover of streetlight costs.
